This note proposes a new direction for the R&D program for the
immediate future. It assumes the use of the simulation programs
to define the goals of a precision muon scattring experiment.
A parallel program for modeling the hardware is assumed in order
verify that the required hardware can be built and that it will
function as required. The tolerances on the fields and the
required measurement accuracy is determined from simulation
studies. In addition the hardware will have to be tested for
lifetime, radiation hardness, and many other properties. This
approach requires as a first step that we have found at least a
first approximation to an operational cooling channel. Cooling
is not demonstrated in this approach, but rather the foundation
is prepared for construction of a major test that if successful
would lead into a major facility.
